
1Now Yitro, the priest of Midyan, Moshe’s father-in-law, heard of all that Elohim had done for Moshe, and for Yisra’el His people, how that יהוה had brought Yisra’el out of Mitzrayim. 2And Yitro, Moshe’s father-in-law, took Tziporah, Moshe’s wife, after he had sent her away, 3and her two sons; of whom the name of the one was Gershom; for he said, “I have been a stranger in a strange land,” 4and the name of the other was Eli-Ezer, “for the Elohim of my father was my help, and delivered me from the sword of Paroh.” 5And Yitro, Moshe’s father-in-law, came with his sons and his wife unto Moshe into the wilderness where he was encamped, at the mount of Elohim; 6and he said unto Moshe, “I, your father-in-law, Yitro, am coming unto you, and your wife, and her two sons with her.” 7And Moshe went out to meet his father-in-law, and bowed down and kissed him; and they asked each other of their welfare; and they came into the tent. 8And Moshe told his father-in-law all that יהוה had done unto Paroh and to Mitzrayim for Yisra’el’s sake, all the travail that had come upon them by the way, and how יהוה delivered them. 9And Yitro rejoiced for all the goodness which יהוה had done to Yisra’el, in that He had delivered them out of the hand of Mitzrayim. 10And Yitro said, “Blessed is יהוה , who has delivered you out of the hand of Mitzrayim, and out of the hand of Paroh; who has delivered the people from under the hand of Mitzrayim. 11Now I know that יהוה is greater than all gods; yes, for that in HaDavar it was dealt proudly against them.” 12And Yitro, Moshe’s father-in-law, took an Olah and sacrifices for Elohim; and Aharon came, and all the elders of Yisra’el, to eat bread with Moshe’s father-in-law before Elohim.
13And it came to pass on the morrow, that Moshe sat to judge the people; and the people stood about Moshe from the morning unto the evening. 14And when Moshe’s father-in-law saw all that he did for the people, he said, “What is this thing that you do for the people? Why do you sit alone, and all the people stand about you from morning unto evening?” 15And Moshe said unto his father-in-law, “Because the people come unto me to inquire of Elohim; 16when they have a matter, it comes unto me; and I judge between a man and his neighbor, and I make them know the Khukot of Elohim, and His instructions.” 17And Moshe’s father-in-law said unto him, “The thing that you do is not good. 18You will surely wear away, both you, and this people that is with you; for the thing is too heavy for you; you are not able to perform it yourself alone. 19Hearken now unto my voice, I will give you counsel, and Elohim be with you: you, be for the people before Elohim, and bring the causes unto Elohim. 20And you shall teach them the Khukot and the instructions, and shall show them HaDerekh wherein they must walk, and the work that they must do. 21Moreover, you shall provide out of all the people able men, such as fear Elohim, men of truth, hating unjust gain; and place such over them, to be rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens. 22And let them judge the people at all seasons; and it shall be, that every great matter they shall bring unto you, but every small matter they shall judge themselves; so shall they make it easier for you and bear the burden with you. 23If you shall do this thing, and Elohim commands you so, then you shall be able to endure, and all this people also shall go to their place in shalom.” 24So Moshe hearkened to the voice of his father-in-law, and did all that he had said. 25And Moshe chose able men out of all Yisra’el, and made them heads over the people, rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens. 26And they judged the people at all seasons: the hard causes they brought unto Moshe, but every small matter they judged themselves. 27And Moshe let his father-in-law depart; and he went his way into his own land.
אוַיִּשְׁמַע יִתְרוֹ כֹהֵן מִדְיָן חֹתֵן מֹשֶׁה אֵת כָּל אֲשֶׁר עָשָׂה אֱלֹהִים לְמֹשֶׁה וּלְיִשְׂרָאֵל עַמּוֹ כִּי הוֹצִיא יהוה אֶת יִשְׂרָאֵל מִמִּצְרָיִם. בוַיִּקַּח יִתְרוֹ חֹתֵן מֹשֶׁה אֶת צִפֹּרָה אֵשֶׁת מֹשֶׁה אַחַר שִׁלּוּחֶיהָ. גוְאֵת שְׁנֵי בָנֶיהָ אֲשֶׁר שֵׁם הָאֶחָד גֵּרְשֹׁם כִּי אָמַר גֵּר הָיִיתִי בְּאֶרֶץ נָכְרִיָּה. דוְשֵׁם הָאֶחָד אֱלִיעֶזֶר כִּי אֱלֹהֵי אָבִי בְּעֶזְרִי וַיַּצִּלֵנִי מֵחֶרֶב פַּרְעֹה. הוַיָּבֹא יִתְרוֹ חֹתֵן מֹשֶׁה וּבָנָיו וְאִשְׁתּוֹ אֶל מֹשֶׁה אֶל הַמִּדְבָּר אֲשֶׁר הוּא חֹנֶה שָׁם הַר הָאֱלֹהִים. ווַיֹּאמֶר אֶל מֹשֶׁה אֲנִי חֹתֶנְךָ יִתְרוֹ בָּא אֵלֶיךָ וְאִשְׁתְּךָ וּשְׁנֵי בָנֶיהָ עִמָּהּ. זוַיֵּצֵא מֹשֶׁה לִקְרַאת חֹתְנוֹ וַיִּשְׁתַּחוּ וַיִּשַּׁק לוֹ וַיִּשְׁאֲלוּ אִישׁ לְרֵעֵהוּ לְשָׁלוֹם וַיָּבֹאוּ הָאֹהֱלָה. חוַיְסַפֵּר מֹשֶׁה לְחֹתְנוֹ אֵת כָּל אֲשֶׁר עָשָׂה יהוה לְפַרְעֹה וּלְמִצְרַיִם עַל אוֹדֹת יִשְׂרָאֵל אֵת כָּל הַתְּלָאָה אֲשֶׁר מְצָאָתַם בַּדֶּרֶךְ וַיַּצִּלֵם יהוה . טוַיִּחַדְּ יִתְרוֹ עַל כָּל הַטּוֹבָה אֲשֶׁר עָשָׂה יהוה לְיִשְׂרָאֵל אֲשֶׁר הִצִּילוֹ מִיַּד מִצְרָיִם. יוַיֹּאמֶר יִתְרוֹ בָּרוּךְ יהוה אֲשֶׁר הִצִּיל אֶתְכֶם מִיַּד מִצְרַיִם וּמִיַּד פַּרְעֹה אֲשֶׁר הִצִּיל אֶת הָעָם מִתַּחַת יַד מִצְרָיִם. יאעַתָּה יָדַעְתִּי כִּי גָדוֹל יהוה מִכָּל הָאֱלֹהִים כִּי בַדָּבָר אֲשֶׁר זָדוּ עֲלֵיהֶם. יבוַיִּקַּח יִתְרוֹ חֹתֵן מֹשֶׁה עֹלָה וּזְבָחִים לֵאלֹהִים וַיָּבֹא אַהֲרֹן וְכֹל זִקְנֵי יִשְׂרָאֵל לֶאֱכָל לֶחֶם עִם חֹתֵן מֹשֶׁה לִפְנֵי הָאֱלֹהִים.
יגוַיְהִי מִמָּחֳרָת וַיֵּשֶׁב מֹשֶׁה לִשְׁפֹּט אֶת הָעָם וַיַּעֲמֹד הָעָם עַל מֹשֶׁה מִן הַבֹּקֶר עַד הָעָרֶב. ידוַיַּרְא חֹתֵן מֹשֶׁה אֵת כָּל אֲשֶׁר הוּא עֹשֶׂה לָעָם וַיֹּאמֶר מָה הַדָּבָר הַזֶּה אֲשֶׁר אַתָּה עֹשֶׂה לָעָם מַדּוּעַ אַתָּה יוֹשֵׁב לְבַדֶּךָ וְכָל הָעָם נִצָּב עָלֶיךָ מִן בֹּקֶר עַד עָרֶב. טווַיֹּאמֶר מֹשֶׁה לְחֹתְנוֹ כִּי יָבֹא אֵלַי הָעָם לִדְרֹשׁ אֱלֹהִים. טזכִּי יִהְיֶה לָהֶם דָּבָר בָּא אֵלַי וְשָׁפַטְתִּי בֵּין אִישׁ וּבֵין רֵעֵהוּ וְהוֹדַעְתִּי אֶת חֻקֵּי הָאֱלֹהִים וְאֶת תּוֹרֹתָיו. יזוַיֹּאמֶר חֹתֵן מֹשֶׁה אֵלָיו לֹא טוֹב הַדָּבָר אֲשֶׁר אַתָּה עֹשֶׂה. יחנָבֹל תִּבֹּל גַּם אַתָּה גַּם הָעָם הַזֶּה אֲשֶׁר עִמָּךְ כִּי כָבֵד מִמְּךָ הַדָּבָר לֹא תוּכַל עֲשֹׂהוּ לְבַדֶּךָ. יטעַתָּה שְׁמַע בְּקֹלִי אִיעָצְךָ וִיהִי אֱלֹהִים עִמָּךְ הֱיֵה אַתָּה לָעָם מוּל הָאֱלֹהִים וְהֵבֵאתָ אַתָּה אֶת הַדְּבָרִים אֶל הָאֱלֹהִים. כוְהִזְהַרְתָּה אֶתְהֶם אֶת הַחֻקִּים וְאֶת הַתּוֹרֹת וְהוֹדַעְתָּ לָהֶם אֶת הַדֶּרֶךְ יֵלְכוּ בָהּ וְאֶת הַמַּעֲשֶׂה אֲשֶׁר יַעֲשׂוּן. כאוְאַתָּה תֶחֱזֶה מִכָּל הָעָם אַנְשֵׁי חַיִל יִרְאֵי אֱלֹהִים אַנְשֵׁי אֱמֶת שֹׂנְאֵי בָצַע וְשַׂמְתָּ עֲלֵהֶם שָׂרֵי אֲלָפִים שָׂרֵי מֵאוֹת שָׂרֵי חֲמִשִּׁים וְשָׂרֵי עֲשָׂרֹת. כבוְשָׁפְטוּ אֶת הָעָם בְּכָל עֵת וְהָיָה כָּל הַדָּבָר הַגָּדֹל יָבִיאוּ אֵלֶיךָ וְכָל הַדָּבָר הַקָּטֹן יִשְׁפְּטוּ הֵם וְהָקֵל מֵעָלֶיךָ וְנָשְׂאוּ אִתָּךְ. כגאִם אֶת הַדָּבָר הַזֶּה תַּעֲשֶׂה וְצִוְּךָ אֱלֹהִים וְיָכָלְתָּ עֲמֹד וְגַם כָּל הָעָם הַזֶּה עַל מְקֹמוֹ יָבֹא בְשָׁלוֹם. כדוַיִּשְׁמַע מֹשֶׁה לְקוֹל חֹתְנוֹ וַיַּעַשׂ כֹּל אֲשֶׁר אָמָר. כהוַיִּבְחַר מֹשֶׁה אַנְשֵׁי חַיִל מִכָּל יִשְׂרָאֵל וַיִּתֵּן אֹתָם רָאשִׁים עַל הָעָם שָׂרֵי אֲלָפִים שָׂרֵי מֵאוֹת שָׂרֵי חֲמִשִּׁים וְשָׂרֵי עֲשָׂרֹת. כווְשָׁפְטוּ אֶת הָעָם בְּכָל עֵת אֶת הַדָּבָר הַקָּשֶׁה יְבִיאוּן אֶל מֹשֶׁה וְכָל הַדָּבָר הַקָּטֹן יִשְׁפּוּטוּ הֵם. כזוַיְשַׁלַּח מֹשֶׁה אֶת חֹתְנוֹ וַיֵּלֶךְ לוֹ אֶל אַרְצוֹ.
