1“Thus says יהוה , ‘The people that were left of the sword have found grace in the wilderness, even Yisra’el, when I go to cause him to rest’. 2‘From afar יהוה appeared unto me.’ ‘Yes, I have loved you with an everlasting love; therefore with affection have I drawn you. 3Again will I build you, and you shall be built, O virgin of Yisra’el; again shall you be adorned with your tabrets, and shall go forth in the dances of them that make merry. 4Again shall you plant vineyards upon the mountains of Shomron; the planters shall plant, and shall have the use thereof. 5For there shall be a day, that the watchmen shall call upon the mount of Efrayim, ‘Arise, and let us go up to Tzion, unto יהוה our Elohim’.'”
6“For thus says יהוה , ‘Sing with gladness for Ya’akov, and shout at the head of the nations; announce, praise, and say, ‘O יהוה , save Your people, the remnant of Yisra’el’. 7Behold, I will bring them from the north country, and gather them from the uttermost parts of the earth, and with them the blind and the lame, the woman with child and her that travails with child together; a great company shall they return here. 8They shall come with weeping, and with supplications will I lead them; I will cause them to walk by rivers of waters, in a straight way wherein they shall not stumble; for I am become a father to Yisra’el, and Efrayim is My first-born. 9Hear the D’var יהוה , O you nations, and declare it in the isles afar off, and say, ‘He that scattered Yisra’el does gather him, and keeps him, as a shepherd does his flock’. 10For יהוה has ransomed Ya’akov, and He redeems him from the hand of him that is stronger than he. 11And they shall come and sing in the height of Tzion, and shall flow unto the goodness of יהוה , to the grain, and to the wine, and to the oil, and to the young of the flock and of the herd; and their soul shall be as a watered garden, and they shall not pine any more at all. 12Then shall the virgin rejoice in the dance, and the young men and the old together; for I will turn their mourning into joy, and will comfort them, and make them rejoice from their sorrow. 13And I will satiate the soul of the Kohanim with fatness, and My people shall be satisfied with My goodness, says יהוה ‘. Thus14 says יהוה , ‘A voice is heard in Ramah, lamentation, and bitter weeping, Rakhel weeping for her children; she refuses to be comforted for her children, because they are not’. 15Thus says יהוה , ‘Refrain your voice from weeping, and your eyes from tears; for your work shall be rewarded, says יהוה ; and they shall come back from the land of the enemy. 16And there is hope for your future, says יהוה ; and your children shall return to their own border. 17I have surely heard Efrayim bemoaning himself, ‘You have chastised me, and I was chastised, as a calf untrained; turn me, and I shall be turned, for You are יהוה my Elohim. 18Surely after that I was turned, I repented, and after that I was instructed, I smote upon my thigh; I was ashamed, yes, even confounded, because I did bear the reproach of my youth’. 19Is Efrayim a darling son unto Me? Is he a child that is dandled? For as often as I speak of him, I do earnestly remember him still; therefore My heart yearns for him, I will surely have compassion upon him, says יהוה . Set20 up waymarks, make guide-posts; set your heart toward the highway, even the way by which you went; return, O virgin of Yisra’el, return to these your cities. 21How long will you turn away coyly, O you backsliding daughter? For יהוה has created a new thing in the earth: a woman shall court a man’. 22Thus says יהוה Tzeva’ot, Elohei Yisra’el, ‘Yet again shall they use this speech in the land of Yehudah and in the cities thereof, when I shall turn their captivity; יהוה bless you, O habitation of righteousness, O mountain of holiness’. 23And Yehudah and all the cities thereof shall dwell therein together: the husbandmen, and they that go forth with flocks. 24For I have satiated the weary soul, and every pining soul have I replenished. 25Upon this I awaked, and beheld; and my sleep was sweet unto me. 26Behold, the days come, says יהוה , that I will sow Beit Yisra’el and Beit Yehudah with the seed of man, and with the seed of beast. 27And it shall come to pass, that like as I have watched over them to pluck up and to break down, and to overthrow and to destroy, and to afflict; so will I watch over them to build and to plant, says יהוה . In28 those days they shall say no more, ‘The fathers have eaten sour grapes, and the children’s teeth are set on edge’. 29But every one shall die for his own iniquity; every man that eats the sour grapes, his teeth shall be set on edge. Mishpatim (1) 30Behold, the days come, says יהוה , that I will make a Brit Khadashah with Beit Yisra’el, and with Beit Yehudah; 31not according to the Brit that I made with their fathers in the day that I took them by the hand to bring them out of the land of Mitzrayim; forasmuch as they broke My Brit, although I was a husband to them, says יהוה . But32 this is the Brit that I will make with Beit Yisra’el after those days, says יהוה , I will put My Torah in their inward parts, and in their heart will I write it; and I will be their Elohim, and they shall be My people; 33and they shall teach no more every man his neighbor, and every man his brother, saying, ‘Know יהוה ‘; for they shall all know Me, from the least of them unto the greatest of them, says יהוה ; for I will forgive their iniquity, and their sin will I remember no more’. 34Thus says יהוה , who gives the sun for a light by day, and the ordinances of the moon and of the stars for a light by night, who stirs up the sea, that the waves thereof roar, יהוה Tzeva’ot is His Name: end Mishpatim (1) 35‘If these ordinances depart from before Me, says יהוה , then the seed of Yisra’el also shall cease from being a nation before Me forever’. 36Thus says יהוה , ‘If heaven above can be measured, and the foundations of the earth searched out beneath, then will I also cast off all the seed of Yisra’el for all that they have done, says יהוה . Behold37, the days come, says יהוה , that the city shall be built to יהוה from the tower of Hananel unto the gate of the corner. 38And the measuring line shall yet go out straight forward unto the hill Garev, and shall turn about unto Go’atah. 39And the whole valley of the dead bodies, and of the ashes, and all the fields unto the brook Kidron, unto the corner of the horse gate toward the east, shall be Kadosh La’ יהוה ; it shall not be plucked up, nor thrown down any more forever’.”
אכֹּה אָמַר יהוה מָצָא חֵן בַּמִּדְבָּר עַם שְׂרִידֵי חָרֶב; הָלוֹךְ לְהַרְגִּיעוֹ יִשְׂרָאֵל. במֵרָחוֹק יהוה נִרְאָה לִי; וְאַהֲבַת עוֹלָם אֲהַבְתִּיךְ עַל כֵּן מְשַׁכְתִּיךְ חָסֶד. געוֹד אֶבְנֵךְ וְנִבְנֵית בְּתוּלַת יִשְׂרָאֵל: עוֹד תַּעְדִּי תֻפַּיִךְ וְיָצָאת בִּמְחוֹל מְשַׂחֲקִים. דעוֹד תִּטְּעִי כְרָמִים בְּהָרֵי שֹׁמְרוֹן; נָטְעוּ נֹטְעִים וְחִלֵּלוּ. הכִּי יֶשׁ יוֹם קָרְאוּ נֹצְרִים בְּהַר אֶפְרָיִם; קוּמוּ וְנַעֲלֶה צִיּוֹן אֶל יהוה אֱלֹהֵינוּ.
וכִּי כֹה אָמַר יהוה רָנּוּ לְיַעֲקֹב שִׂמְחָה וְצַהֲלוּ בְּרֹאשׁ הַגּוֹיִם; הַשְׁמִיעוּ הַלְלוּ וְאִמְרוּ הוֹשַׁע יהוה אֶת עַמְּךָ אֵת שְׁאֵרִית יִשְׂרָאֵל. זהִנְנִי מֵבִיא אוֹתָם מֵאֶרֶץ צָפוֹן וְקִבַּצְתִּים מִיַּרְכְּתֵי אָרֶץ בָּם עִוֵּר וּפִסֵּחַ הָרָה וְיֹלֶדֶת יַחְדָּו: קָהָל גָּדוֹל יָשׁוּבוּ הֵנָּה. חבִּבְכִי יָבֹאוּ וּבְתַחֲנוּנִים אוֹבִילֵם אוֹלִיכֵם אֶל נַחֲלֵי מַיִם בְּדֶרֶךְ יָשָׁר לֹא יִכָּשְׁלוּ בָּהּ: כִּי הָיִיתִי לְיִשְׂרָאֵל לְאָב וְאֶפְרַיִם בְּכֹרִי הוּא. טשִׁמְעוּ דְבַר יהוה גּוֹיִם וְהַגִּידוּ בָאִיִּים מִמֶּרְחָק; וְאִמְרוּ מְזָרֵה יִשְׂרָאֵל יְקַבְּצֶנּוּ וּשְׁמָרוֹ כְּרֹעֶה עֶדְרוֹ. יכִּי פָדָה יהוה אֶת יַעֲקֹב; וּגְאָלוֹ מִיַּד חָזָק מִמֶּנּוּ. יאוּבָאוּ וְרִנְּנוּ בִמְרוֹם צִיּוֹן וְנָהֲרוּ אֶל טוּב יהוה עַל דָּגָן וְעַל תִּירֹשׁ וְעַל יִצְהָר וְעַל בְּנֵי צֹאן וּבָקָר; וְהָיְתָה נַפְשָׁם כְּגַן רָוֶה וְלֹא יוֹסִיפוּ לְדַאֲבָה עוֹד. יבאָז תִּשְׂמַח בְּתוּלָה בְּמָחוֹל וּבַחֻרִים וּזְקֵנִים יַחְדָּו; וְהָפַכְתִּי אֶבְלָם לְשָׂשׂוֹן וְנִחַמְתִּים וְשִׂמַּחְתִּים מִיגוֹנָם. יגוְרִוֵּיתִי נֶפֶשׁ הַכֹּהֲנִים דָּשֶׁן; וְעַמִּי אֶת טוּבִי יִשְׂבָּעוּ נְאֻם יהוה . ידכֹּה אָמַר יהוה קוֹל בְּרָמָה נִשְׁמָע נְהִי בְּכִי תַמְרוּרִים רָחֵל מְבַכָּה עַל בָּנֶיהָ; מֵאֲנָה לְהִנָּחֵם עַל בָּנֶיהָ כִּי אֵינֶנּוּ. טוכֹּה אָמַר יהוה מִנְעִי קוֹלֵךְ מִבֶּכִי וְעֵינַיִךְ מִדִּמְעָה: כִּי יֵשׁ שָׂכָר לִפְעֻלָּתֵךְ נְאֻם יהוה וְשָׁבוּ מֵאֶרֶץ אוֹיֵב. טזוְיֵשׁ תִּקְוָה לְאַחֲרִיתֵךְ נְאֻם יהוה ; וְשָׁבוּ בָנִים לִגְבוּלָם. יזשָׁמוֹעַ שָׁמַעְתִּי אֶפְרַיִם מִתְנוֹדֵד יִסַּרְתַּנִי וָאִוָּסֵר כְּעֵגֶל לֹא לֻמָּד; הֲשִׁבֵנִי וְאָשׁוּבָה כִּי אַתָּה יהוה אֱלֹהָי. יחכִּי אַחֲרֵי שׁוּבִי נִחַמְתִּי וְאַחֲרֵי הִוָּדְעִי סָפַקְתִּי עַל יָרֵךְ; בֹּשְׁתִּי וְגַם נִכְלַמְתִּי כִּי נָשָׂאתִי חֶרְפַּת נְעוּרָי. יטהֲבֵן יַקִּיר לִי אֶפְרַיִם אִם יֶלֶד שַׁעֲשֻׁעִים כִּי מִדֵּי דַבְּרִי בּוֹ זָכֹר אֶזְכְּרֶנּוּ עוֹד; עַל כֵּן הָמוּ מֵעַי לוֹ רַחֵם אֲרַחֲמֶנּוּ נְאֻם יהוה . כהַצִּיבִי לָךְ צִיֻּנִים שִׂמִי לָךְ תַּמְרוּרִים שִׁתִי לִבֵּךְ לַמְסִלָּה דֶּרֶךְ הלכתי (הָלָכְתְּ); שׁוּבִי בְּתוּלַת יִשְׂרָאֵל שֻׁבִי אֶל עָרַיִךְ אֵלֶּה. כאעַד מָתַי תִּתְחַמָּקִין הַבַּת הַשּׁוֹבֵבָה: כִּי בָרָא יהוה חֲדָשָׁה בָּאָרֶץ נְקֵבָה תְּסוֹבֵב גָּבֶר. כבכֹּה אָמַר יהוה צְבָאוֹת אֱלֹהֵי יִשְׂרָאֵל עוֹד יֹאמְרוּ אֶת הַדָּבָר הַזֶּה בְּאֶרֶץ יְהוּדָה וּבְעָרָיו בְּשׁוּבִי אֶת שְׁבוּתָם: יְבָרֶכְךָ יהוה נְוֵה צֶדֶק הַר הַקֹּדֶשׁ. כגוְיָשְׁבוּ בָהּ יְהוּדָה וְכָל עָרָיו יַחְדָּו: אִכָּרִים וְנָסְעוּ בַּעֵדֶר. כדכִּי הִרְוֵיתִי נֶפֶשׁ עֲיֵפָה; וְכָל נֶפֶשׁ דָּאֲבָה מִלֵּאתִי. כהעַל זֹאת הֱקִיצֹתִי וָאֶרְאֶה; וּשְׁנָתִי עָרְבָה לִּי. כוהִנֵּה יָמִים בָּאִים נְאֻם יהוה ; וְזָרַעְתִּי אֶת בֵּית יִשְׂרָאֵל וְאֶת בֵּית יְהוּדָה זֶרַע אָדָם וְזֶרַע בְּהֵמָה. כזוְהָיָה כַּאֲשֶׁר שָׁקַדְתִּי עֲלֵיהֶם לִנְתוֹשׁ וְלִנְתוֹץ וְלַהֲרֹס וּלְהַאֲבִיד וּלְהָרֵעַ: כֵּן אֶשְׁקֹד עֲלֵיהֶם לִבְנוֹת וְלִנְטֹעַ נְאֻם יהוה . כחבַּיָּמִים הָהֵם לֹא יֹאמְרוּ עוֹד אָבוֹת אָכְלוּ בֹסֶר; וְשִׁנֵּי בָנִים תִּקְהֶינָה. כטכִּי אִם אִישׁ בַּעֲוֹנוֹ יָמוּת: כָּל הָאָדָם הָאֹכֵל הַבֹּסֶר תִּקְהֶינָה שִׁנָּיו. להִנֵּה יָמִים בָּאִים נְאֻם יהוה ; וְכָרַתִּי אֶת בֵּית יִשְׂרָאֵל וְאֶת בֵּית יְהוּדָה בְּרִית חֲדָשָׁה. לאלֹא כַבְּרִית אֲשֶׁר כָּרַתִּי אֶת אֲבוֹתָם בְּיוֹם הֶחֱזִיקִי בְיָדָם לְהוֹצִיאָם מֵאֶרֶץ מִצְרָיִם: אֲשֶׁר הֵמָּה הֵפֵרוּ אֶת בְּרִיתִי וְאָנֹכִי בָּעַלְתִּי בָם נְאֻם יהוה . לבכִּי זֹאת הַבְּרִית אֲשֶׁר אֶכְרֹת אֶת בֵּית יִשְׂרָאֵל אַחֲרֵי הַיָּמִים הָהֵם נְאֻם יהוה נָתַתִּי אֶת תּוֹרָתִי בְּקִרְבָּם וְעַל לִבָּם אֶכְתְּבֶנָּה; וְהָיִיתִי לָהֶם לֵאלֹהִים וְהֵמָּה יִהְיוּ לִי לְעָם. לגוְלֹא יְלַמְּדוּ עוֹד אִישׁ אֶת רֵעֵהוּ וְאִישׁ אֶת אָחִיו לֵאמֹר דְּעוּ אֶת יהוה : כִּי כוּלָּם יֵדְעוּ אוֹתִי לְמִקְּטַנָּם וְעַד גְּדוֹלָם נְאֻם יהוה כִּי אֶסְלַח לַעֲוֹנָם וּלְחַטָּאתָם לֹא אֶזְכָּר עוֹד. לדכֹּה אָמַר יהוה נֹתֵן שֶׁמֶשׁ לְאוֹר יוֹמָם חֻקֹּת יָרֵחַ וְכוֹכָבִים לְאוֹר לָיְלָה; רֹגַע הַיָּם וַיֶּהֱמוּ גַלָּיו יהוה צְבָאוֹת שְׁמוֹ. להאִם יָמֻשׁוּ הַחֻקִּים הָאֵלֶּה מִלְּפָנַי נְאֻם יהוה ; גַּם זֶרַע יִשְׂרָאֵל יִשְׁבְּתוּ מִהְיוֹת גּוֹי לְפָנַי כָּל הַיָּמִים. לוכֹּה אָמַר יהוה אִם יִמַּדּוּ שָׁמַיִם מִלְמַעְלָה וְיֵחָקְרוּ מוֹסְדֵי אֶרֶץ לְמָטָּה: גַּם אֲנִי אֶמְאַס בְּכָל זֶרַע יִשְׂרָאֵל עַל כָּל אֲשֶׁר עָשׂוּ נְאֻם יהוה . לזהִנֵּה יָמִים (בָּאִים) נְאֻם יהוה ; וְנִבְנְתָה הָעִיר לַיהוה מִמִּגְדַּל חֲנַנְאֵל שַׁעַר הַפִּנָּה. לחוְיָצָא עוֹד קוה (קָו) הַמִּדָּה נֶגְדּוֹ עַל גִּבְעַת גָּרֵב; וְנָסַב גֹּעָתָה. לטוְכָל הָעֵמֶק הַפְּגָרִים וְהַדֶּשֶׁן וְכָל השרמות (הַשְּׁדֵמוֹת) עַד נַחַל קִדְרוֹן עַד פִּנַּת שַׁעַר הַסּוּסִים מִזְרָחָה קֹדֶשׁ לַיהוה. לֹא יִנָּתֵשׁ וְלֹא יֵהָרֵס עוֹד לְעוֹלָם.
